A few flaws, but a somewhat justifiable index. 1000 Friends analysis rated 8 mid-west states (1 best, 8 worst). Wisconsin ranked 5 th of the 8 states (no. 1 was Iowa; no. 8 was Michigan)
State Park Gold Medal Award - National Recreation and Parks Association and National Sporting Goods Association’s Sports Foundation. Wisconsin is one of four states to receive the 2001 State Park Gold Medal Award ( Virginia placed first; other states were Missouri and New York)

Protection, Community Revitalization, and Land Use Planning. Wisconsin
didn’t fair wonderfully, with ratings of 27, 13, 32, and 27,
respectively. This study was conducted before Wisconsin enacted its Smart Growth
law.
